Default Inner fender problem

I am in the middle of my frame-off resto and have come to reattach both front inner fenders. I cleaned the driver's side and glued it back on with no problems, looks great! I move over to the passenger's side and cleaned off all the old adhesive and there is a 1 inch + gap at the bottom. When I tried to squeeze them together the fender distorts because there is so much pressure. Obviously the inner fender had been replaced before albeit incorrectly. Thanks Bubba!! Anyways, here is what I have. This picture is from the front looking rearward:

And this pic is looking forward:

How can this be fixed? I do not want to completely remove the inner fender it is still attached at the top. I thought about cutting a slit in the inner fender and bonding the edge to the fender and then glassing the slit together. Any other ideas or suggestions? Thanks, Mike.

Have you got out your tape measure and done some comparison measurements between the two ? That should tell you where it's gone differant.

There is some evidence of previous repairs done to the guard ? The outer flanged edge should be even from top to bottom.
