Not necessarily. There's a good chance this person has done this before and that's why they're doing it again - it works from time to time.
The people I bought my 79 from fooled me in a similar way. They advertised it as a 300 hp 350 which was a major factor in me going to look at it as one of the "must haves" in my future Corvette was to be a 300-350 hp engine. I went to look at the car under the assumption the original motor had been hopped up and the owners didn't try to dissuade me of that notion. When I asked them what the red line was for the modified motor he just smiled like I was stupid and said, "you don't look at the tach, you go by the sound of the motor to decide when to shift". So, I bought that 79 thinking it had a higher hp motor and it turned out to be just the stock L82.
