That happens on 'tinted' AND 'non-tinted' factory windshields. Auto windshields are "Safety glass" items. That means there are two layers of tempered glass with a plastic layer between them. This keeps the glass from shattering when damaged.
What you are seeing is the beginning stages of the plastic layer separating from the glass layer(s) at the edges of the windshield. Very normal after about 25-30 years, or more.
Minor correction here.
Tempered glass breaks into little squares. Side and rear windows are tempered glass.
Heat strengthened glass breaks into large chunks. Mostly used in buildings.
Annealed or raw glass is used in windshields (among other things) and heat formed and laminated.
Leave it alone, unless it just annoys the he!! out of you. Then replace it.
P.S. Other than when cleaning the windshield/windows so that you actually see that separation, is it noticeable at any other time? This "defect" is not a functional issue.
