When I found this "barn find" car I was told that it had original paint. I looked it over as carefully as I could but while doing work on the driver's door I found that the VIN plate has been painted over. Also the rubber conduit carrying wiring along the hinges has been painted along with the body. Was I lied to?
Model year? Most trim tags were not painted, but there are specific years where the tags were painted. That said, the power window conduit was never painted.

If it was built in St. Louis the tag was painted at the factory if Bowling Green it was not. If one conduit has paint on it some cars were touched up after production.
I agree with vettebuyer. It looks like the trim tag. And it could be that the body has the original paint, but someone spray painted the interior door jamb area black, which covered the trim tag.
I can't tell from the photo. Is the paint code "19", or have 19 in it? Does it have any metallic flake in the paint?
As stated, the trim plate would have been painted in a St. Louis car of that era. The plates are shiny stainless, and not treated to hold paint that I know of. FWIW the paint has fallen off of both of the plates in my cars (79 and 80), despite both having been repainted in their original colors at some point in the past.
