yes. in the first photo on this thread. the black painted, Mercedes benz looking ring. is the lever. just under the horn button. not the stalk on the side. it fits behind the star screw. you see in the pic
8 holes bordering the star screw. there are suppose to be 2 machine screws that hold the star screw to the lever ring. so now they function together.
The same way you screwed down the star screw and it tightened the tele in place, is the thing that happens when you turn the ring lever.
the screw is just loose enough to move the tele in and out when lever is to the left.
when the lever is turned to the right, you are turning the screw in(like youd do manually with a screwdriver) and its pressing the rod in, and wedge lock.
heres a google pic of the star screw attache to the ring lever with the 2 screws.
now you can tighten and loosen the star screw, via rotating the outer ring with the horn button on.
