The OP is from Maine. As I understand once a car reaches a certain age, a title is unnecessary in Maine. In that case, perhaps the state allows you to pick the year you want

Yes, I purchased the vehicle from them. They have an incredible inventory and cover the spectrum of price points. I specifically appreciated the effort they go through to provide information on their vehicles as well as the effort to go completely through the vehicle. Most dealers change the pool, seldom if any change the transmission fluid and filter.
The fact that they specialize in C3’s was particularly important to me. They answered all my questions in a timely manner. I would highly recommend them.

The vin is correct....the car has been er-um-ah 'changed so badly' as to become un-recogizable. Shame Really. (the value of mine just went up $10, so thanks for that, LOL)
Here is a quick list of what makes a CE a CE.
Quad-tone Bronze and Silver beige ALL- LEATHER interior.
Super thick Beige matching carpet, thickest ever in a C-3.
Bronze T tops (specific)
Code 59 Silver Beige paint (not poiple!)
Bronze Fade decals and stripes (factory)
3 Cloisonne' emblems stating Collector Edition, nose, gas-door and steering wheel horn hub.
SILVER 36 spoke wheels (like a 67 bolt-on-knock-off) with 'starburst' hub caps.
OPENING rear hatch, tho CandC produced kits that allowed 78-82 owners to retro-fit, so that isn't necessarily a smoking gun.
Leather Bronze and bronze spoke steering wheel.

It started life as a CE...now, not so much. Mine is a original 19k mile example. So other than a couple of removable emblems it is NCRS correct.
If you don’t like the color tou don’t have to look at it. If I ask a question regarding a problem you most assuredly do not need to respond. . The ‘07’ certifies this vehicle as a CE.
