Default Relay Identification

Would any of my C3 gurus have an idea of what this relay is for? Judging by the green zip strips, I'm guessing this belongs in a hard to reach spot that was easier to strap to the harness.
There is a similar relay (with wires connected) mounted to the driver's side inside engine compartment (right above this one).
Does anyone know what it's for, and where it belongs?

Does that green wire go to it?
There's not a lot of green wires in the engine bay, wiper and headlights really (Dark green to the horn relay but that's a different thing)

Yes. The red and green wire go into this relay. The black wire heads on up to the relay mounted to the wall.

I'd say someone got "creative"
It vaguely looks like a TCS relay but the colors aren't right (nor is the plug)
I don't recall another relay under the hood other than the horn where everything joins and the other is the power window one but it has bolt connections
Let me have another look but the only thing that has Red and Dark Green is the horn relay

The other relay mounted to the wall above this one, has the black wire meeting up with red wires under a single connector nut.

The other lt green wire runs up to the headlights, it might be that someone did a different version of the headlight relays but that maybe a long shot

Just to follow up -
Mooser you were spot on. The original horn relay died, so someone wired up this secondary to handle the job.
It looks like the wiring is intact, so installing a correct replacement should allow me to have things back as they should be.

I'm wondering if anyone might have a photo of the correct horn relay wire terminals for a 72. My green wire has the factory connector, but someone replaced the black wire connector with a generic crimp-on spade terminal. I would think this wire had a plastic square type terminal to fit the horn relay.

Definitely has a black plastic shroud, I believe it has a "wing" to keep it the correct index (maybe) I can pop it out for a better pic tomorrow

Thanks Mooser!
I picked up a correct relay to clean up this situation. Unfortunately, whoever installed this "piggyback" relay snipped off the original black wire connector and put a cheapy blue insulated spade connector on it. I have the "odd" shaped green wire terminal intact.

I really appreciate the photos!

it has the little locking dog but there doesn't seem to be anything to actually lock to
