Default trying to learn
hey im to this but to to know if i can use a smallblock flywheel and balancer on a 1974 454 block

No. 454s are externally balanced with a weight-added harmonic balancer plus weight-added flexplate (for automatics). I'm not sure about the flywheel on 454s but I'd guess it also has weight attached to aid balance.
