Attached is a photo of the A/C vacuum switch that I suspect needs to be replaced. I have confirmed that I have vacuum at the heater hose valve.
Air only blows from the floor vent, the actuator on the passenger side footwell does not open the vent there appears to be minimal vacuum present on the orange stripe hose. I believe that suction should be present on that hose.

That switch looks like toast to me. Sadly, many? most? all? of the new replacements leak. TEST BEFORE INSTALLATION!!!! Even if it doesn't leak I suggest disassembly and addition of some silicon grease. The silicon grease will stop very minor leaks (a few minutes to loose a light vacuum) in original switches indefinitely.
Thank you gentlemen for your input. I figured it was toast, have a new on order. Honestly, i was looking for confirmation. I have seen the posts on rebuilding but figured it was original.
My wife had a Chevette Scooter when we were dating, a very interesting vehicle. I refused to ride in it.

The Chinese reproductions are problematic....try rebuilding yours first. Then connect it to a vacuum source (such as a vacuum transducer) and put it through it's paces for quite some time before you button it back up again. Silicone Dielectric grease is your BIG BUDDY!
Thank you for your recommendations. I planned tho work on my current one, the reproduction is viewed as a backup in case the original implodes during rebuild.
