Yes. In fact, since I installed cruise control in the car, I can downshift when headed downhill and the cruise just keeps the car at a constant speed. No need to tap the brake when downshifting or when upshifting after you get to level ground. Many modern cars use the same approach and automatically downshift when in cruise mode to maintain set speed.
And it does save on brake pad wear.
