In 1980, I ordered from GM a 1969 Corvette frame. It was stored as another car part in my collection, until in about 2004 I decided to use it as a frame for my 1970. I was surprised to find that the front bumper supports for the 70 would not fit. Also, some extra 68 front bumper supports would also not fit. This was baffling since from what I knew, the 68 and 69 front bumper supports werer the same. What was going on? I called the usual Corvette vendors, asking what was going on. No one knew, until I started talking to Volunteer Vettes. They have a lot of frame parts. I got a call back with the news. In 1980. if you ordered a 1968, 1969, 1970, 1971,1972, 1973 frame from GM, they shipped you a 1973 frame!!!! Although the 1973 has a rubber FRONT bumper, the attachment hardware was very similar to the previous Corvette years, it was not exact. With a drillling of a two bolt holes, or a little welding, a 1968 through 1972 front bumper can easily be mounted to a 1973 frame. The 1974 frame, for use with front and rear rubber bumpers is much different front and rear than the 1973 and previous years. Once again thanks to Volunteer Vettes for doing all this research!!!

As others have said the front and rear bumper attachments are completely different.
Of equal importance is in 1980 Chevy was on a huge weight reducing impetus. They lightened up the frame from .110" metal thickness to .090" metal thickness. which indeed dropped the weight of the frame close to 150lbs, but made it weaker.
The Rear cross member also attaches in a different way.
Stick with the 69-73 frames.
