Im looking at a C3 Corvette and noticed bumps in the hood. What would cause this and can it be fixed or is this a vehicle to run from?

Those bumps are created by the corroding rivets in the header bar. It can be fixed, but not cheaply.

This car is a beverly hills car club car, which are known for being rather... rough. There's many cars that aren't even on their site that are in terrible condition. They pretty much exclusively sell projects.

Would you have to cut the panel away, fix the corrosion and replace the panel? If so, that sounds like $$$, but after all, it is a chrome bumper C3, one of the best looking Vettes ever.

IT is not cheap to fix rivet swells... they are caused by bi-metallic corrosion... aluminum rivets are turning into Aluminum oxide and expanding causing the swelling.
They can be fixed from the bottom without affecting the paint BUT IT IS VERY TIME CONSUMING and would only be worth it on an original paint high value car.
Other wise you go from the top. and then bond the headlamp bar to the same place it was riveted, cut new rivets in half and bond half a rivet onto the bar to replicate the rivets heads.

This problem does occur in many of these cars, but this seems excessive. Looks like a shoddy repair or restoration gone bad. Is this car being advertised as being in original condition?

Personally, I would view this as a red flag, potentially a precursor to other problems, and would most likely move on.
I'm sure I am just being more cautious. Many would disagree.

The entire front end of the car minus the hood can be purchased for $1,500
I think the answer is highly dependent on what this car costs and what you want.
The answers are also being given that you pay someone to do this? I don't think it would be that expensive if you did it yourself, especially if you wanted to paint the car your color.
If you want an original car I don't see why this car would be a bad choice. Original cars are supposed to include ALL the original defects from faded paint to terrible alignment gaps.

I fixed my 72 myself and it wasn't expensive just time consuming but I am doing a body off restoration. The corrosion is generally in parts of the country that have high humidity.
