I would suspect the bulb over the wiring, Take out the bad bulb and put it on the bench, then take a meter and look for power on the wires, or take the working bulb and swap it to the suspect wiring and see if it works....
That is exactly how they are supposed to work: Outer low-beam lamps for normal driving; all four lamps when hi-beams are selected. Outer bulbs have hi and lo beam filaments; inners are only hi beam filament lamps.
