Okay new 76 owner and the first of many dumb questions I am sure but what is this little black **** and what does it do.

This is your headlight override switch. Start your car, then pull that switch down, should open your headlights.

So its a back up in case the main switch does not work that makes sense. Thanks

ITs actually so you can work on the buckets or change the light bulbs without turning on the lights, but you are right, it could be a backup as well if the light switch somehow failed...The lights can be manually opened as well by reaching up from underrneath and pushing up on the linkage when the car is off

Nope, not a backup. If the control part of the system can't hold vacuum (as would happen if the switch failed) the doors automatically open.
