Hey guys.i have a 70 with tilt and tell streering column.how can you tell if it is collapse because I sent it out for repair and it came back so short I could not get it to the rag joint so I took it apart and they welded the main shaft thats why I cannot slide the shaft down and I do remember the main shaft always moved in and out.i think something up

If it came back shorter, the goofballs who worked on it didn't know that it could collapse and, essentially, turned your valuable T/T column into junk....

Yeah dumb thing to do.
Is it a couple spot welds? You can grind them off. Then use a heat gun or hair dryer on the area where the two pieces join. Bolt the rag joint flange to the splined area and while heat is on tap down on the flange to separate the lower from the upper to get to the correct length. It's just like melted plastic joining the two pieces so the heat softens it enough to allow the movement. Without heating it can be done but needs a lot of force.

The main shaft should stick out about 4-1/2 inches from the end of the column and shouldn't move. Or do you mean the next part up (which also shouldn't move until there is an accident)

I still don't understand what you mean by it moving up and down under the car? There's nothing under the car that moves when you move the tilt or tele on the column.

I mean the bottom shaft always slid in and out and when I was under the car I could slid the column in the rag joint all by self, now the column is welded so its not long enough to reach the rag

Not sure what to tell you then.
That shaft is not supposed to move, the plastic bits mentioned above are the injected shear points that allow the column to collapse in the event of a crash. When people collapse the column for a borgenson install that's the part they are shearing off on purpose. Once they are sheared the shaft will move in (and out I guess) and that must have been what yours was doing.
The company that "fixed" it by welding must have welded it in the wrong spot. The measurement I show above is correct as per Jim Shea at 4-1/2". It doesn't always reach very far into the rag joint but of course should be enough to let the bolt engage on the flat without stretching the joint.
If you're isn't at 4-1/2" and they welded it, it'll need to be cut back loose and re-welded or maybe find someone who needs a shortened shaft for a borgenson install
