The center screw in the baseplate, would be the purpose of it. I don’t know for sure that this is the correct baseplate either. The 7040207 DA date 1050, would be correct to the car.
I have the brother of the pictured carb. It's also a 7040207 dated 1050 but all original. It is currently off my car, so here's a picture of the front of it. I cannot offer an opinion on what you posted, but it sure doesn't look like mine. Curious, is this your carb or something that is being offered somewhere?

This is the carburetor that come with the car, I’ve over looked this screw till yesterday. theres another issue, with the carburetor that’s how I noticed the screw.

The carburetor that you have has been modified. That screw gives you the ability to adjust the seated position of the mid range power piston. I do not know your level of knowledge of quadrajets, but if you are a novice you should pick up a copy of Cliff Ruggles book How to Rebuild and Modify Quadrajets if you want to use this adjustment. It is possible that his shop rebuilt this carburetor and he may have some more information about it.

What's odd, however, is that your carb has some epoxy coating smeared over the front float bowl fuel inlet plug. Cliff never, ever, smears any carb plug with an epoxy coating like that...

Thanks for the explanation of the screw in the baseplate. The epoxy, was installed prior too my ownership.
