Like Lars said you arent going to find a replacement carb cheap and if you go another route than a quadrajet you'll need an adapter which is a bad idea or a new intake. I would email Lars and pay for him to do the rebuild for you. You eill know it wont be the issue when you get it back. Then it will be an ignition issue
I was able to set the idle while warm and it sets great after it is warm as you can see in the picture it is right at 750. I did notice that the flap in the carb never moves when it is cold or hot as you can see in the picture.
its a bear cold and I can say the choke does not engage.
The guy who worked on it mentioned something about the vacuum being run back through the distributor no idea what that might. I will look at the accelerator rod and I will djust the choke some this weekend but I feel that a rebuild is going to be the only way. I do not mind sending it away to someone. I am in North Carolina near Tennessee is there anyone near me you trust. I want to stay as original as possible.

Send it to Lars in Colorado. PM him and get his address and info. It will get fixed, run on his test motor and come back like it was breathed on by Duntov himself. You can literally take it out of the box, put it back on your car and it will be just about perfect
If you are talking about the big flap in the rear that is the air door and it only opens when the 4 barrels are engaged adn the air flow opens it. the small front flap that is wide open is the choke and it it isnt moving you will need to study up on how your year choke works

Okay Rescue and LARS last question well most likely not. I think I can answer it myself like just rebuild the dam carb. I played with the choke first I set it two lines to lean, it started cold great and choke set but once I drove it the popping in exhaust was worst. Then i went back to start and two turns to rich. It started like crap and still popped but much less so bottom line rebuild the carb right.
