If it's in the same place as my "71 the wiper relay should be slightly in front of the ashtray under the center console. If you hear a clicking noise then the relay is at least working to some degree although the power side contacts may be corroded or carboned over causing no current flow.

Sounds stupid ..but try running them with hood up..
i thought mine broke and realized it was hitting hood and stuck..need low profile wipers..
also discovered i had intermittent wipers ..
