Another fine mess
d be something inserted into plug. Last pic shows what was in it and it look like it may have burned. any ideas?

here is picture of the thermal limiter fuse. what you've got there looks like where this plugs in to. curious... but as I say, this would be in engine bay.
I bought a 12" by 16" colorized laminated wiring diagram for my project after dealing with numerous problems. It made wiring repairs go much easier and faster than working with black/white GM diagrams. It also helped me sort out aftermarket add-on components.

What is the VIN for your '75? This system carried into 1975 vehicles produced through December of 1974 as an operational system. Vehicles produced after December 1974 had the system installed but it was rendered non-operational at the Factory. By March of 1975 the system was gone completely.
Attached is a page from the soon to be published 1975-77 NCRS TIM&JG 3rd Edition offering more clarity on the seat belt interlock system, as it relates to 1975 cars.

What I do have now on the rear harness: the connections for the seat belt buckles & connectors for seat bottoms. I have the buckles and both seat bottom has the sensor and connectors. In the main dash harness it has the buzzer connector and the buzzer attached.
Is it possible to get it to work without the interlock system being complete? If it is not possible to get the buzzer to work, can it at least have the warning light on dash operational and goes off when seat belts are engaged?

I do understand what you are trying to accomplish. Chevrolet issued a TSB that allowed service personel the ability to disable the interlock, yet still provide for warning lamp functionality. It mentions removing the seat belt buzzer. I wonder by leaving the buzzer in place you will accomplish your goal. I have attached the TSB and an article from the NCRS Corvette Restorer for your use. In addition, others have suggested you purchase a wiring diagram for your car, if you have not already. For the 1975 wiring diagram offered by many vendors, you should verify this system is depicted on the diagram.
BTW, is the orange bracket that held the interlock overide still mounted to your passenger side firewall? See pic below:
