I think you’re right and they had it apart to paint and putting it back together. With the missing stingray and luggage rack and other things definitely indicate that

Looks like a nice find; I'm thinking it's a base engine small block '72. I'm not sure if it has the leather interior as the shift console looks wood covered but I'm not sure the seats aren't "Comfort Weave". I agree a repaint may have been the motivation to disassemble. I wonder why they pulled the windshield - the top of the frame looks good though. If all the parts are there and in good condition, as a really rough guess, once back together it could be mid-$20s if base small block.
