1). If the actuator is off, you can use the rod to it and push it in.
2). You can carefully lift up and forward on the back lip of the door.
3). If the actuator is still on, you can hook a vacuum source to the rear nozzle. Like a mityvac. Don’t need an engine to have vacuum.
Before you try any of that, you can take the grill off and assess the rustiness of all the hinge pivots.
If it is rusted in place, lubricate all pivots with PB blaster or some other rust soaking agent.
Or, you can unbolt along the firewall and lift it out to loosen and free it. The AIM has a schematic that shows where it attaches. If you don’t have an AIM, get one. It will be easier for all of us,

Do you have the double pie pan or the coffee can design. On the pie pan carefully remove the black rubber front plug. Once removed you can use a pencil erase end or some like that. Make sure you are dead center you should be able to push the door open. If you have a hand vacuum pump connect it to the rear hoses connection (green) that will for sure open the door.

The older coffee can has the same plug type arrangement . Also ,if the rubber plug is original it can be so hard that its almost impossible to get out without damaging it .
