If they aren't all the way up against the stops then they will flutter, if the stop is there and the spring(s) are broken that hold it to the stop then they will also flutter

The clunk could just be the rest of the mechanism, there's a lot of stuff moving

The earlier ones had a stop bolt at the bottom, yours should have slots at the top/side to adjust but anyway, check that the bottom part if firmly touching the frame when it is up. I don't know if yours would have a cushion where it hits or not
