if it is an original 74 urethane bumper the crack is just the beginning of the whole bumper coming apart. if it has been replaced, even with urethane, cracks are repairable. urethane you might want to fire up a big soldering iron and "weld" it strength before filling it for appearance. glass bumpers are pretty tough but a layer of glass behind the crack if you can get to it will help it stay together.

Little hard to tell from the picture but the cracking may be just in the paint. When the flexible bumpers are painted a flex agent needs to be added to the paint. This looks like someone barely bumped you and the bumper flexed and the paint cracked.

Look from under side to determine what you have. Fiberglass or polyurethane, , eather way, that looks like thick paint.
