I'm lookin, but I'm not finding the year of your car. best guess your taking about the headlight door over ride. start engine pull **** downward. headlight doors should open with headlights off. handy for changing bulbs or other service.

seems like a weird place to put a manual crank for the lights. I would think it would have to do with something to do with steering. I have a non tilt steering column so I know it’s not that

it sits in the center of one bolt on either side.

I took this off of a current car on BAT.. If you mean the three toggle type switches they are headight (without turning on lights) and wipers.. The one over to the far left is the odometer I believe. I never mess with mine.
