Firstly I would put some rust penetrating fluid around that big roll pin in the centre of that handle .That's the piece that you have to push out . A big pin punch to suit that as well. Maybe pliers to pull on it while you tap it out with a mallet as well.
I did mine on a bench , I was worried about distortion so I braced it closer to the pin area .

Rookie question: Will the cable preload spring need to be temporarily unhooked on one end of it under the car so there will be no tension on the E-brake handle when the roll pin is removed?

You pretty much have to loosen the nut that adjusts the cable from the handle to the cable that connects the rear brakes.
It's one of those you have to disassemble everything just to replace the handle. Good 'ol Corvette engineering.

Does it matter which side you are punching out? They look very similar on both sides.

Is there a small bevel on one end of the roll pin...if so...the bevel end goes into the handle first when you reassemble it. I grind the bevel about 1/32" longer to help it drive in straighter.

You will have to get under he car and loosen the adjustment nut that will give you enough slack on the cable to get the e brake handle out of the car. Some of the vendors sell the correct size punch with the new handle, I went to Harbor Freight and bout a set with several sizes. You only need to loosen tension on the cable enough to remove the e brake handle.

you can use a short bolt as a punch with a C clamp and a socket on the reverse side as a receiver for the roll pin
