Exhaust manifold

What are those two bolts on my manifold and should the right one be screwed all the way in Liek the left one

Those manifolds had a an air injection pipe that was connected to the smog pump with hoses.
A common modification is to remove emissions components, and plug those holes. if its not leaking exhaust it should be fine.
