82 has significant battery drain at 20 amp fuse in battery compartment. I removed the fuse and car started with no problem 2 days later. Put fuse
back in and in two hours the battery was down to a 70% charge. I replaced the ECM and you could hear the ECM running when car was shut down.
It must be getting continuous voltage at the ECM but I don't know the reason. Any help will be greatly appreciated!!!

OK, you have issues. There is no way your car should have started with that fuse removed. That fuse is for power directly to the ECM and that's it on its own circuit. Something else may be powering your ECM for your car to start. With the fuse bad/pulled, the car will have spark, but no fuel and it will crank, but not start. Also, with that fuse pulled, you should not be getting a CEL with key ON at all. That is a tail tell sign that you have a bad fuse to the ECM.

Sorry Buccaneer I worded that wrong. The battery will charge up and maintain a charge with the fuse out. I put the fuse back in and the battery drains
to 70% in a couple hours. I put another ECM in the car and with the fuse in place I can hear the ECM running.
