I was just reading through all the posts and that is my first thing to do. Cut off the ends of the hoses to get good seals. Then start looking for leaks. THe vacuum systems consist of 2 sides. A control side that tells the wiper door or the headlights to move up or down, then the second side which is the work side, that actually does the work of it going up or down. Go to willcoxs site if you want to read all about it. Heres a vacuum diagram that will help. THeres a lots of threads on how to trouble shoot it.


the black hoses with white stripes are the control side, the yellow is the supply for the work side. I believe red is down and green is up... the black hose has vaccum to make the actuator relay move to the up side, and no vacuum allows the valve to slide to the down side. When your car starts both sides build vacuum at the same time so it tends to keep the headlights down. If the actuators are leaking sometimes the headlights wink or the wiper door will wink.
Your symptoms sound like you have a leak in your actuator hoses or the actuator itself. you can bypass the actuator by taking the yellow hose and plug it in the green tee then unplug it and plug it into the red tee. Let the engine idle for a few minutes to build the vacuum before you start unplugging stuff. You should invest in an electric vacuum pump or a good mighty vac...I use a electric a/c vacuum pump with a vacuum gauge and shut it down at 15 in/hg so I can hear the leaks with the engine off.
