For rare use, on perfectly flat garage floor, that is exceptionally clean, I can move my car around on the Harbor Freight set.
However as stated above, they are not that great. They did get me by on my build but I did not move my car much.
Who makes a good set of budget friendly wheel dollies that have decent casters so one person can move the car around?

I picked up an aluminum set at Summit Racing that I really like. They've worked very well for me when working on my '73. May not be budget friendly though.
I can't recommend the $60 cheapo version at Northern Tool. They are very flimsy. Northern Tool does have two higher priced versions but you can find better buys at Summit Racing, especially if you get free shipping.
Here are a couple that get decent reviews (the 1st one is very similar if not the same as the one that Northern Tool sells):
Needed them fast and got them fast. The local HF around here is always out of stock on about everything so I gave up on them. Had a family member that had to maneuver through there to get to daily treatment and these things were a godsend. Just shoved the car out of the way.
The HFs I have seen were plastic junk. These are heavy and solid and well made I could move my 69 around no problem. A halfway decent concrete floor is all it needs, and halfway decent is about all I got.

i Have ethe cheap HF ones. I could move the car but It took a 2x4 as a pry bar. I just put it just under the edge of the dolly and pryed slightly and it rolled along. Otherwise my feet just slide around on my floor. You can buy the cheep ones and just buy really good replacement heels as an uprgrade , thats where the money is going, into the wheel and axle
We also use the HF ones without any issues. I`ll echo those above... smooth flat garage floor works best.... not so fun on broken brick driveway though.
The Vette moves easily on them.... but it does take two people to push around the 3750 pound 69 Grand Prix.
Why not? They worked fine for me. A smooth concrete floor seems to be the only important consideration.
Yours aren't the version of HF ones that I have, Mine are like oldgto's, below. My garage and my new shop are perfectly flat and smooth. Maybe I'm just weak?
If all 16 wheels are all pointed in the same direction, sure, it works fine. But if you have to make any kind of turn with it, you have to stop and repoint the wheels in the new direction. And how good a job you do with getting the wheel direction right makes a huge difference in the effort to get it moving. Maybe my expectations are too high. I realize that orienting the wheels are necessary to get it moving, but trying to turn while moving is nearly impossible.

I have those HF dollies. Maybe it's something everyone does.......I always position/point the caster wheels in the direction I want the car to go before I push it.

Thats another thing.....I think Im going to get the kind that jacks up and get the good wheels for them. something wwith a hardened bushing or nice bearings

buy them.

Nice. My Vette is pushed up against the side of the garage to make room for a Grand Prix. Cut 2x4 spacers if you do this, to keep from bumping the car against the side of the garage.

Yeah, it`s pushed back into the stall, then slid sideways (note dolly wheels) to get it close to a row of vintage gas pumps..... don`t want either of them scratched, LOL!
