That's the lock out for the secondaries that mounts behind the choke housing. When the choke is closed, that piece doesn't allow the secondaries to open. Sorry I don't have a pic.
That is an important piece for good operation of the carb. If set up properly, that piece prevents the secondaries from opening if the choke is not fully released (cold engine); and it allows the secondaries to open if the engine is warm (choke is fully OFF). Without that piece installed, the secondaries will open at any time.

If you look just past our finger at the axle for the secondaries in the upper left hand part of your pic, it has that thin post that runs through it that is flattened on the end. THen look at the last pic posted above and you can see your piece contacting that post
You need the choke parts and housing to hold it on
You should look at buying a quadrajet rebuild book like the one that Cliff Ruggles put out.
Maybe the image of a young Sally Fields next to him caused this catastrophe.....
