Check your heat riser valve if it's still there. On our 80 it was stuck closed. It would run fine around town. On the highway it would get ridiculously hot. Like 250 plus.. I wired open the heat riser and it's normal. Still did several flushes.
Is wiring the heat riser a bubba move ? Yup.. Don't care it's getting. An LS1 with TKO 600 this winter

I am slowly going through all these post and checking things.
been out of town for a couple weeks for work. Trying to figure it out as time allows
Also, make sure you have all the air seals and baffles in front of and around the radiator. This might seem obvious, but air that goes around the radiator or under the radiator or over the radiator does not cool the coolant in the radiator. Those baffles and seals are there to make sure that all the air coming in the front goes through the radiator, not around it.
I suspect that the lower hose is the biggest issue here, though.

can I see the lower hose collapse if I get it hot and rev the engine?
Squeeze the hose with your hand. An intact spring will resist. Otherwise, you will need a new spring.
With no spring, the hose will collapse when hot (car fully warmed up) and at higher RPMs. Perhaps you could see this in your driveway, but then the engine will be too warm to safely remove the radiator fluid and put a spring in the hose.
