I want to buy a 1982 Corvette with a restored salvage title and it looks to be taken care of.
It has a restored savlage title and he is asking 7000.00
What are your thoughts on price>

I don't really have an opinion other than to be sure to check the rust situation, especially on the birdcage (kickpanels, VIN tag, ahead of rear wheels, lots of threads on this Forum and videos on YouTube to help).
What happened to the trim pieces? Was it repainted, then bumped in the nose?
Can you register and insure the car in the state you live in? Every state is different, when it comes to salvage titles. Many make you present the car for a physical inspection, before they'll transfer a title or issue a registration. Also, some insurance companies won't cover a car with a salvage title.
Here in NJ, the state has all kinds of regulations and restrictions for dealing with cars with salvage titles. One good thing NJ does do though is to allow you to turn a salvage title into a clean one, if the car is over 8 years old. It's not easy, but not impossible either. They require before and after pictures of all sides of the car , and receipts for all parts replaced showing a date, vehicle description and VIN.
Be aware that cars with salvage titles can be harder to resell.

What do you want to do with it??? Its not a collectors item, the nose definitely bumped something, the seats could use new covers, the paint looks chipped all to hell....How is the rust? does it run well and drive well. Does everything work. Looks like an A/C car with power everything.
Its a used chevy for $7000K. Does it look cool? YES!!!... Would it be fun to hotrod around in ?? YES!!!! Is it worth $7K..... again its in what you want to do. If you want to run around and cause trouble and have fun, ya sure. If you plan to use it as a base to make a Resto mod, hotrod or race car...yes. Its not going to be an investment to flip in 5 years for $50k...not ever. But a good looking corvette for $7k is always a deal!!
If I bought it I would put better heads on it, a bigger cam and headers and have a good ol time.....maybe pay for a decent paint job after all the other stuff got taken care of
The concern is::
Its not the price.
Its not the year.
Its not the color.
Its not the condition.
Its the title.
I would shy away from this one. I have a feeling it would require more "red tape" to get a clear title than its worth.
If the title transfer was easy, I would think it would have been done by the owner a long time ago.

Do everyones favorite thing.....try and get answer from you Motor vehicle Deptarment in your state if you can register it with a salvage title...then ask your insurance copmpany if they will insure it.....My insurance company will actually go to the DMV for me

Be very very careful handing over cash. I would get someone who knows their way around older Corvettes and familiar with salvaged vehicles. I have a problem with someone just asking for cash only, usually something fishy going on and a certified bank check should suffice. Price-wise, a good going over is needed first, personally, I'd walk.

If there is a way to trace the salvage, it would be worth finding out if it was in a flood...that is a bad deal..Ask the seller why its a salvage...If he gets bitchy...pass
It's too much. If you're ok with a rubber car look at the 74s and 75s. A lot less smog hassles no matter where you live. Keep looking. Shouldn't have to settle for a salvage rubber car for $7k.
