The sticker on the windshield is the state of Texas registration sticker. The 7 means the "7th month" of the year which is July and the 1 means the year of the expiration of the registration example "2001" so the expiration would be July of 2001

You are free to remove that registration sticker... You are obviously not in Texas nor registering in Texas and that sticker is well out of date anyways.
This is an old sticker as they have been updated, but in Texas we are still required to have registration stickers like this on the bottom right of our windshields. There are no stickers on the license plates.
Makes it easy for the police to see if a car is registered. So it's most likely that the last time this car was registered in the USA was July 2001.
Registration on my current C3 was US$64.75 for five years. Full coverage insurance is about US$260 a year, You might find these numbers interesting

Welcome to the forum! Yeah, that sticker is a conversation piece and will undoubtedly intrigue many Europeans as much as the car itself. Love the mods to this car - very tasteful. But my question is - Have you ever taken it to the Nordschleife? It's only approximately six hour drive from Styria.

And here in America inspections and registrations vary by state. My daughter lives in Montana - no inspections there. I live in Massachusetts - inspections and registration run with the last digit on the registration plate. If no digits the registration runs out at the end of a year.

Here in Austria we have the possibility to drive 3 cars with one number plate, it’s the same with the number plate for motorbikes.
My C6, C3 and my daily driver BMW X3 30d. My bikes KTM 1290 Superduke and my old Puch 250SG.
You have to fix it on the car/bike which you drive at the moment. (Wechsel-kennzeichen)
So you pay insurance and Tax for the strongest car/bike.
In my case ~ € 6000.- a year for the C6 and ~ € 560.- a year for the bike.
About my C3!
I bought it in Germany in 2000 as she is modified.
The Motor was defect and the Instruments were modified to a digital version which was broken.
I made all new in the interior, (electrics, carpet, instruments) bought a new CC4 motor in Germany and it got a new paint. (same color as it was)
