Test voltage again was not using a good ground point previously .. So test voltage on starter main feed using the starter bolt that bolts into bracket on block as ground for volt meter .. 12.6 volts .... Replaced starter with a new acdelco starter .. Same issue ... Tick tick tick ... Took loose the fly wheel cover and verified the flywheel was rotating while rotating engine by hand and flywheel teeth looked good ... I dnt feel like its the gap as the previous starter should be the one that was in it last time it ran and the new one did not come with gap plates ... I guess next step is to remove starter again and verify it works while turning ignition if possible or try and get eyes on it installed .... Or replace the wiring that drops down to starter .. Any suggestions ?

You don't have to remove the starter to test it.
With the car in park or neutral and the brake,
on jumper from the top solenoid terminal to the 'S; terminal.
The 'S' terminal is the small one closest to the block.
That’s what I told you to do in post number two. I assume by now you have found the ground problem on the main battery cable straight under the battery box? They all corrode right there. It’s like a 12 inch long cable that goes from the negative terminal the battery straight down through the battery box and bolts to the frame and you get a bunch of electrolysis there because you got three different types of metal right there and every single electron that this car ever used goes through that point. You don’t have to buy that $90 Corvette battery cable. Get a regular one and wrap a bunch of electrical tape around until it’s fat enough to jam into that hole in the bottom of the battery box. Because, let’s face it, you’re not gonna be driving through any deep *** puddles in this car anymore. At least, let’s hope not. Unless this is an NCRS build, in which case you have to get the correct cable.

derekderek, you gave bw81 good advice and he might be new to troubleshooting problems.
The first thing to do is have the battery load tested.
As you said, clean the positive and negative terminals on the battery
Then go under the car and clean the end of the negative terminal where it connects to the frame.
Next, inspect the 'Starter Solenoid Extension Wiring Harness' (Zip Part #E430) because they melt to the top connection.
Will she runs ..replaced starter and hot battery fired right up as soon as it got fuel... Thx for the input . next up is oil change and brake caliper rebuild. I typically run valvoline full synthetic is there a recommended oil for these years. Engine is from a 76 c10 pickup .. Was planning on using zinc additive
