Black center cap…black in center of wheel..and bare cast aluminum in wheel slots..not black..
I polished these but original were clearcoated and have machine lines..

I have aftermarket wheels on my '78. They are the later type (1980 onwards), polished wheels, with black painted slots, but no black in the centre. The Centre Caps are the black type. I actually think they look good, even though I know they are not correct for '78.
I think if you try to paint the centre of the wheel black, it may not look good as it may be hard to get the paint to adhere to the polished rim. If it were me, I'd just put the black centre caps on. Incidentally, I have fixed the centre caps on my wheels with some duct tape on the inside, the are expensive and I don't want to loose one of get it stolen!
With care you should be able to paint the bumperettes in a satin black finish, which will look better than the body colour.

Yes, you can just paint the center black if you choose. I did exactly that on my 79. As far as the video, as someone stated above, it really doesn't show much. Any areas of concern were not shown. The engine is not seen, nor is the underside of the car. I too would want to know why it was repainted. Also, there are some strange what looks like covered holes in front of the tail light lenses. I'm not sure what's going on there, but it's definitely not stock. If you're able, please post more detailed pictures and then we can give more detailed feedback. Good luck!
Did you go take a look at the car? Did you buy it?
Those are likely reproduction wheels. Nothing wrong with them. You can buy new sets of YJ8 (black center, up to 1979) or N90 (silver center), and whatever center caps you want. Or paint those. Those look REALLY shiny, like they are the chrome repros in the link below.
Shipping and import may cost a bunch, but at $1000- for a brand new set, it's not worth sweating over.
Here’s an original wheel with the factory texture. This is a 235/6015(26” dia) tire vs original 255/60/15(27”dia). IMO the 255’s fit the wheel well better. Unfortunately these wheels were bent and replaced with18x8, 255/45/18. These new 18” wheels/tires made a major improvement in tracking and cornering.

My guess is that the number etched into the chassis is the VIN, although there seem to be a few too many numbers on the end! But having the VIN stamp3d into the chassis is certainly a requirement here in France (unless the car is actually registered as a "collection vehicle".
The open hose looks a little like the fuel line! So I'd have to assume that it has a different fuel pump system on it? I see it has an electric radiator fan and an altered fan shroud, so maybe a previous owner thought they were some sort of hod-rodder!😄
And yes, they were let loose with a rattle can of black underneath.😄

black spray paint all over under the car..see the pic i posted and link you can see there is no underbody paint after assembly..
it may or may not hide anything..

Yes, i start right now my journey!!
To me it looks like it's been left on jack stands without supporting the front. The side view looks like the car has the common bend from jacking up wrong. Gap on doors is only big at the top. Looks bent to me
