There should be a clip and a screw. I don't believe GM used any glue.

From the only picture that you shared, it looks like someone has cut off the screw flange...

As I recall it ain't no hardware store screw either. I think I have a set bagged somewhere, screws included

Found this info on the screw/ 3893979 is a #8 x 3/8" black phillips trim screw with a special button head which is flat on the under side.

Photo below shows a screw and washer.... it works.
