Default Vacuum line help, 1979

I was under the car looking at some leaks when I saw this line hanging down, I’m not sure for how long and if the previous owner even knew but I’m unsure of where it goes. The headlights don’t even attempt to come up or down and I don’t see any major vacuum leaks in the lines, could this be a reason why? https://youtube.com/shorts/b4ZZ1IukNXQ?si=RWSoQjCV-qs6rfLB

It'd be helpful to know what year... and pics attached to the thread make things easier . But your video shows your car has cruise control and that's where your hanging hose is located. I'd guess the previous owner pulled the vacuum hoses off the cruise unit and plugged them.

No clue about the headlights, not enough info. On my car (77) the headlights and cruise each have their own vacuum source, so pulling the cruise out won't necessarily disable the headlights. What year is yours?

What year's your car?

'68 and early '69 has ONE headlight vacuum relay, as above. Later '69 and later years have TWO headlight relay vacuums, as below.
