I was under the car looking at some leaks when I saw this line hanging down, I’m not sure for how long and if the previous owner even knew but I’m unsure of where it goes. It'd be helpful to know what year... and pics attached to the thread make things easier . But your video shows your car has cruise control and that's where your hanging hose is located. I'd guess the previous owner pulled the vacuum hoses off the cruise unit and plugged them.
No clue about the headlights, not enough info. On my car (77) the headlights and cruise each have their own vacuum source, so pulling the cruise out won't necessarily disable the headlights. What year is yours?
