The nuts are to help hold the vinyl side head liner to the fiberglass hard top. My 73 has the two nuts and they are hard to loosen or tighten. My vinyl/egg carton material was somewhat distorted and really didn’t fit that good. I used a long box end wrench to tighten the nuts, while pulling the top (with the plastic Velcro like fasteners) out, be very gentle, this stuff is over 50 years old. I used a heat gun, clamps, and special 3M plastic fasteners to secure my headliner, where it’s adjacent to the windshield, and had come loose. Good Luck.
Those attach the side panel to the tab on the large center panel of the headliner. The other side is the same. GM obviously installed the headliner with the three pieces already connected. See lower right in picture. The fiber tab should have two holes rather than the cut outs. Previous owner didn't know how to remove headliner and tore that out.
