All depends on other factors with the car. How original is it? How rare is it?
The reason these sorts of things are important is that if it has a non-original engine* and isn't highly collectible or an L-88 or other rarity, it won't sway the buyers looking to just have a good driving car. For those wanting it for restoration/originality/collectibility, the missing components will have more of a detrimental effect than the missing POP.
*exceptions to NOM would include CE blocks with warranty paperwork or race cars with provenance
