Yellow zip ties were not factory in 78.
are you referring to the slender black tube on the brown wire when you say it looks like a resistor?
That's an inline fuse holder.
Can you disconnect it?

Installs in the wiper slot of the fuse panel in place if the glass fuse for delay wipers.
Otherwise tucked up out of the way.
No, it won't give you delay wipers if not originally equipped with them.
