Wipers work only when I use intermittent....on high and low, nothing.
Pulse works when I hold switch down.
I'm thinking it must be the switch, because they do operate in intermittent.
Any ideas?

Use a test light at the wiper motor connection to see if you are getting voltage to the wiper motor in Low speed and in High speed. You would need a wiring diagram to know which wires to test.

This is from a 77 manual. Which does not have intermittent. But is similar.
so as you can see, testing for power on different wires will get you nowhere quick. The motor has power at all times when the car is on. Wiper control is through grounding. A Electrical Trouble Shooting Manual for your year of car would be invaluable to you right now.
Apply the KISS method... Find some contact cleaner that does not mess with the plastic and spray it in the switch while operating it..power off.... Don't over do it...
I chased my tail with a similar issue when I first got my car (82)... I was sure it was the wiper intermediate board behind the passenger seat, tried two.... Motor cycle buddy told me to spray it out...Bingo!
Reason I thought it was the board is this started after I used the wiper motor hot wire-(always on with the key)-to power a holey electric choke so I figured I shorted something somehow while doing that...
As an update, it turns out it was the wiper switch.
I ordered a new one from Corvette Central, installed it and it worked....except now the wipers would sometimes not turn off, and would never go to the park position.
To their credit, they sent me out another switch, and now it works perfectly.
