I recently got this 77, I'm redoing weatherseals and the interior. Does anyone know what these tabs next to the seatbelt retractors would have been used for?
Those tabs are used to secure the shoulder belt reel plastic cover. It appears your cover/belt is a replacement. The '74-'77 looks something like this:

I agree, someone has install aftermarket/replacement seat belts in the car.
