I'm a new buyer of a 79 corvette and with any older car, is has issues but I'm somewhat knowledgeable of older cars. The heater works and I can feel it but nothing comes out of the vents or the defogger vent. Is it just blocked off somewhere or is it the control panel

How about you pull apart your console and dash and do some trouble shooting.
