I am doing the speedo drive gear clip replacement on my 78 Pace Car. I removed the pinion bracket, you know, while I'm there I'll replace the bushing. I installed the two long bolts and finally got the lower bushing in place. Now I don't have room to get the upper bushing in place. I've put the bushing end in place and installed the outside long bolt, then the center bolt is off 1/2 inch. I've tried the wheels blocked and with the suspension hanging. What is the correct process to install the pinion bracket, on jackstands?

I always use jack stands carefully...lots of pulling-pushing going on there.
I installed the upper-lower rubber bushings using a long bolt to give the front of the bracket room to wiggle around.
...then used long metal rods to line up the case holes to the bracket. It was a slow process until I realized which pieces needed to be jacked up or down so the long bolts could be tapped into place as the rods were tapped out at the same time.
...then used a die nut to chase any damage threads. I used a cut-off wheel to shorten the snubber bolt
