Driver's side works fine? No motor noises on the passenger side when activating the switch?
Neither the switch or motor is simple to get to to test, but I'd probably go for the motor. Remove the door panel and motor access panel and test the current to the wires when activating the switch. If I remember, it's a 2-wire connection where both are hot (for the two directions) and the motor mount supplies the ground. Clip your test light to a good ground, probe one of the connection terminals, and operate the switch. Then test the other terminal the same way - that should help narrow the focus.
