Depending on your year, some of the early C3's used black rubber carpet plugs to hold the top edge of the carpet to the inside firewall. The rubber plugs are Christmas tree shaped on the end of the plug that faces into the firewall to keep the carpet plugs snug against the firewall.
Of course the 3M Super 77 adhesive would work for just about any C3. Sounds like your carpet is a tad short of the fuse box and may need to be stretched a bit. I think that can be done using a hair dryer and a slight amount heat plus pulling to stretch the carpet in that area it to fit better. Then, just follow directions on the 3M Supper 77 can if your car doesn't have or doesn't need carpet plugs.

Depending on the year, they were used to hold the carpet at the firewall, the firewall insulation pad and the carpet where it goes up the rear wall of the luggage compartment.
