This slotted arm that connects to the throttle is missing a clip to keep it connected. Is this the clip I need? Should there be a washer between the clip and the arm?

Yes the clip is necessary. I don't believe the factory used a washer here. But if there is enough room without creating binding. It couldn't hurt.

Thank you. Yes, I realize a clip is necessary. I'm just trying to make sure I know which part to get. Is the clip in the photo above what I need, or is it something different.
These cars never came with Edelbrock carbs, so there’s no “right” piece for it. You could use an E clip in that spot too if you like. I got a big collection of them in different sizes from Harbor Freight.

OP first & second photos show a Cruise Control cable standoff and the adjustable threaded link...
1978 on used a similar threaded link...
The Dorman part number for the spring clip is 118-085 and at O'Reilly's Auto parts they are about $1.60ea
3 O'Reilly's Auto parts has them in stock 2 in Abilene and 1 in Coleman...

Sorry if I misunderstood the original question. The clip you show would likely work. Myself I would probably go with a E clip. As already stated. The car never came with a Edlebrock carburetor. So nothing is technically correct. Whatever works well.
