Default tapped engine block holes front passenger side

Putting things back together and had couple tapped holes on front that before tear down one had a bolt and the other one appears to have been empty. I can see the top one gives access to fuel pump rod and would help holding it in place when putting fuel pump on (wish I had noted that before). The bottom one appears to be a blind hole but not certain. Is it blind and did it/does it have a purpose? Mostly curious but also want to make sure. tks

The lower hole is a blind accessory bracket mounting hole. The upper hole is open right into the interior of the block, and is used with a longer bolt when replacing the fuel pump: You stick the fuel pump pushrod up into the block, and then gently screw a long bolt into that hole to hold the pushrod in the "up" position while you mount the fuel pump. Then, don't forget to remove the bolt and re-install a short "plug bolt." If you don't put a plug bolt in that upper hole, you'll blow engine oil right out that hole under high rpm WOT engine operation.

Thanks Lars!

Also
some genuine race cars/boats also use those holes (along with those on driver side of timing cover) to mount a "motor plate" that is used (in lieu of side mounts) to secure block in chassis.
