The easiest way in the area you described is pull the interior kick panels and look inside and down. Chunks of rust laying on top of the body mounts indicates that came from above (windshield frame and firewall). If none is present, then the only way to know for sure is visually inspecting. Removal of the trim around the inside of the windshield frame is required. Removal of the trim and dash cap will reveal even more areas for inspection. Usually any rust issues with the windshield frame would indicate there are other rust issues as well, especially the rocker channels.

A nifty trick I read somewhere regarding rust in the birdcage:

Take a white towel and place it in the floorboard. Open and shut the doors a few times. Then look for flakes of rust in the towel.

Rust in the frame should be easy to spot from underneath. Look first at the frame kick-up in front of the rear tires.

Get a good flashlight. In addition to the info from the previous posts.

Look up under the dash where the birdcage joins the front firewall. Rust here usually means rust on the windshield frame.

Take a look at the general condition of the body mounts. Compressed, cracked (split), mounts a an indicator of problems.

A lot of the rust problems only become apparent AFTER you disassemble the car. Most folks won't let you take the car apart checking for rust.

Get a reasonably strong magnet. Place the magnet on the frame where you can see the frame is ok. Pull the magnet away to get a "feel" for what a good frame section is like. Then put the magnet on other/hidden sections of the frame and test for rust through. Heavy rust will have MUCH less magnetic attraction.

Don't forget to check the bottom section of the radiator support for rust through. (Good strong flashlight here)
