I'm no lawyer, but it seems to me that trying to make a ~rivet~ illegal...or even controlled...is stupid and likely impossible.
Guns aren't illegal and they ~can~ be lethal. When's the last time a gun killed someone? It's the finger that pulls the trigger which hold responsibility for the crime. Same holds true for VIN tag swaps.
Search my name and you'll find a thread about the same thing. There is a company that makes them but does not advertise them. I think he quoted me $24 USD for the two but I have since lost that email and forget the website. There was a shortcut to their website in the thread

JB has a point, I talked with a trooper at the Ohio State Highway patrol inspection station. He tells me if I lift the vin tag for any reason, I no longer own a 69 corvette. What a load of S#&%.
Most states allow VIN tag removal/reinstallation for repair work, as obviously some repairs can't be made with it in place. Call your state's DMV or licensing agency.
At a bare minimum, I'd take a ton of documenting photos and have a police officer inspect the car and sign something verifying the VIN before touching the tag.
Isn't the VIN stamped on the frame anyway? That would make it fairly easy to verify...of course, the whole body could be swapped that way...
I think the trooper who said that it would no longer be registered as a '69 'Vette is full of it. See what the bureaucrats in your state capitol say, and talk to some collision repair shops.

I had sent an email to the BMV and they referred me to the Trooper. He also told me that they would need to see the car before I did anything then after the repairs they would have to see it again then I could go to the BMV for a notorized title (salvage im guessing)

Why would you need a new title? Much less a Salvage one!?!?!? The LAST thing you want is a salvage title on ANY car.
Check out some restoration shops in your area or just do it and don't say anything about it. You could probably use regular rivets painted to match and no one would even bat an eyelash at it.
Knowing how to work the system makes the difference between success and failure in cases like this. In politics (which is what we're talking about here), the winner ALWAYS, ALWAYS, ALWAYS cheats.
When I pulled my windshield on my 76, the VIN tag and rivets were just laying there. What I mean is that I simply lifted the VIN tag up and the rivets came with it. My windshield frame has no rust, so it's not that they came out because there was nothing left to hold them, it's that they never flattened out the rivets on the back of the frame.
So I have the VIN tag and the stock rivets ready to go back on after I POR15 the frame and prime and paint. I was actually just going to use pop rivets and paint all of it at the same time. I seriously doubt I will ever get any grief over it.
